I don't get it

Let me start by simply stating that I only recently learned of this term and what I think it means.  As I understand net neutrality is a desire by some to pass laws that prevent ISP from throttling bandwidth and/or blocking access to areas of the internet.  If I am wrong at that, some please let me know.

Now, here is the part I do not get.  As I read it, the Dems and Obama are for passing net neutrality legislation that would prohibit ISP's from imposing the limits mentioned above.  Ok, sounds good so far.  But is where my lack of understandings comes about and it is based upon another perception of mine.  Simply put, as I understand the bandwidth limiting that has been imposed thus far affected those who were engaged in what most people consider illegal activities.  Mainly, people using file-sharing/torrent in order to download movies, music, porn or whatever.   If that is the case, then weren’t Hollywood and all the musicians big supports of Obama and his regime?  Doesn't this seem like something that the movie and music makers would not want passed and that they would prefer making it harder to pirate their material?

It is something they want - to make criminals out of all law abiding citizens.  Like most good intentioned laws, this is nothing like it sounds, and will do more harm than good.
